It's a reference to the American car market where the American manufacturers have gone cap in hand to the goverenment for bailouts. Bit like our banks recently.

And this is in an industry where the average blue collar factory worker earns less than 40% of what the average worker *doing a same-skill job* in a car company earns. No wonder they're losing money faster than the government can borrow it from China.
