1992 VR6 idle adjustment. My VR6 hasn't got a ECM , shown on top of the bulkhead on my workshop manual. How do I adjust my 400 rpm and lumpy engine sounding as though it is running rich?

my throttle pedal went straight to the floor! Where the cable threads into the manifold and goes through a threaded black plastic bolt. This bolt is free to move through a thick double rubber bush when the throttle pedal is pressed making the movement useless. Is there a nut or something to prevent this plastic bolt move through the double rubber washer The symptoms are a failure of the engine to start and when it does the revs go up to 5000 rpm as though there is a memory in the system but it fails to return and will not idle. I had some work done to the cylinder head and was sure I had replaced all the inlet pipes and plugs. Where have I gone wrong ?

The bonnet of my corrado has been open for several seasons and the release cable has rusted/jammed. I closed the bonnet foolishly to check alignment and of course I cant release it. Do I keep pulling the handle and risk snapping the cable or where do I squirt wd40? Help!
