Reversing and Fog Lights

I recently changed the standard rears for a set of red and clear split and when I took apart the original set up I noticed that 2 of the bulb holders were not being used on the lights, in particular the passenger side fog light and the drivers side reversing light, Is this normal?

Ive "fixed" it by making myself a set of looms to make use of the complete bulb holders so now have 2 reversing lights and 2 fogs but why werent they all used as standard?

mine has two reversing lights , one fog on the drivers side is normal, thats all thats needed

never checked the fog but will, i know i have 2 reverse lights though

I had the same when I changed my rear clusters, the ones I removed had a blanking plate over the lights and the new lights didn't. I didn't need a loom though just plugged in a couple of new bulbs and wayhayy, job done....
