Fuel tank Issues - Mk4 Polo - lill car

I'm having a problem with my wife's mk4 Polo Diesel. Every time we try and put diesel into the tank, the fuel nozzle keeps cutting out as if the tank is full. I've tried inserting the nozzle at different angles and even gently squeezing the trigger. This does help, however takes forever and a day to put a resonable amount if diesel in.

 

Does anyone have any suggestions ?????? PLEASE !!!!!!

Is the anti-syphen flap in place?? - these can snap off and cause a block in the filler neck...
