Electric Fan earth switch

I was wondering how the fan switch works that is attached to the rocker cover on the 16v engines

 

I take it is some sort of temperature activated switch, but is this based on engine bay temp or the rocker cover temp.

 

The reason I am asking is that I believe mine is not working, as in tracffic the temp goes right up, to around 100 deg

 

I have taken the wire off the switch and earthed it and the fan does come on, so either its broke, or as I have painted the rocker cover, perhaps its not seeing the correct temperature?

thats the switch for running the cooling fan when the engine is off

Yeh that is the radiator cut off switch.
