automatic spoiler raise.... sort of

Hi, had a good clean up of the spoiler and it will lower and raise with me winding it manually, it wont work on the switch and it seem that some days the spoiler works, some days it doesnt. it seems to work if I creep up to around 61mph but only very slowly, cnat take it by surprise.

 

any ideas?
