rusty rear bumper

I took.. i mean tried to take my rear bumper off a couple of weeks ago and two of the bolts sheared and one rounded, after drilling the bumper off i was then faced with the problem of getting the bolts out of the mounts, i've sourced some bumper mounts and attempted to carefully take out the bumper mount bolts with a hand ratchet, i got 3 out successfully but the fourth nut came loose from behind the support plate, now what is the best thing to do here, would it be better for me to 1) get a bumper off here and pay for it to be resprayed or 2) hammer the plate straight and think of a way to get the nut back in place, (unsure on the techniques of round-the-bend welding) and get new mounts;

 

if i chose:

1) how much at am i looking for a resprayed bumper

2) if i get the nut rewelded, whats the chances of other ones doing the same thing when i put new mounts on?

3) laugh
