ABS brake problem.

I've had a problem for a while with my brakes on my VR6.

When I'm driving very slowly in town traffic, the ABS system starts working even when I've not touched the brakes. They don't stop the car, but the 'motor' is whurring away until I dab the brakes and then the system cuts in and slams on the brakes and releases them when I immediately release the peddle. It then stops the motor from whurring, but it will start again shortly after.

I've changed all the sensors and it's still happening.

 

Does anyone have any ideas?
