Washer/spacer on front wings?

while cleaning up my wings i noticed this little metal spacer/washer fall off, you can see it in the pic and i think it came from the circle next to it (with no dirt on) its about 5mm thick.

 

 

i didn't notice one on the other wing? unless it fell off and i lost it.

 

is it meant to be there on both sides?

looks like the hole in the wing has been made bigger (for some reason) so they used the washer to screw the wing on.

the hole seems like all the others, and the washer was on the inside of the wing which made me think it wouldn't be acting like a washer, more of a spacer.

 

just seems odd that one side would have it and not the other

should be one on both sides between wing and inner wing
