It looks to have 2 blobs of silicon init, and the chip on the top right of the picture is sitting in a carrier, surely this isn't normal? It looks like its been fitted. The component glued on the left is a crystal oscillator, the pair on the right are capacitors.... it is normal for some components to be either glued or tied to the board.
