Revs drop whilst holding peddle still

Hello,

I have recently got a problem where whilst holding my revs at say 2k-3k and not moving my foot on the peddle at all, they sometimes start to slowly drop off, if i then increase or decrease the revs car behaves as normal again.

-Changed the spark plugs recently.

-Suspected fuel pump?
