Standard exhaust outside diameter

Hi there, I know the vr6 exhaust is 2.25", but is that the outside or inside diameter? My exhaust has been cut near the back box, presumably to get it over the axle, and the sleeve over the cut has rotted away to nothing, so I need to replace it
