Should this bit be clicking

I have had a clicking coming from the instrument cluster for a while now so decided to have a look and see what it is. after some experimentation I came to the conclusion that it is this bit. when you remove the vac line the clicking stops. the click varys with RPM. IT is driving me mad. are these bits servicable? can I buy a new one?

 

any ideas
