slack cables in front seats

Does anyone know how easy it is to change the cables or if possible tighten up the cables a bit as one of the latches is not opening fully on one of my front seats, i know you can tie clip the iffy one open but i don't like the idea of that in case of a crash :shock: . thanks Bobby :D
