inlet manifold pipe, help needed

got a friend who has a 16v carrado, on the top of the inlet manifold should be a pipe which connects! but there isnt one there, its just been blocked off for a reason we dont know, just wondering if it need to be put back on and where it connects to

you'll need to describe it better than that mate, theres various pipes on the manifold :)
