P.a.s pump on the way out ?

I have just got my raddo back on the road to find that when I'm driving at low revs the steering has tight spots and makes a lot of noise when near lock is it the pump on the way out or just the belt and if it's the pump does the mk3 gti pump fit and how hard are they to change do I need any special tools ?
