Vent flap movement when hot

I posted a thread sometime back called "hissing when getting hot". Basically when the temp would hit about 108C there was a wheezing-type noise as the fans tripped in. Turns out that this is the same noise when I turn the a/c on (norm not max) with the engine off. The system needs to be regassed but all you privileged lot with a/c does this also happen to you too? And should the flap movement cause a hiss? Why does it move anyway when the cooling fans trip in?
