very low power after rebuild

hi ya my freind has just put his recently rebuilt 1600 gti engine back in his car, starts and ticks over fine but has hardly any power at all, im thinking the cam and/or ignition timing are out,all marks seem to be lining up though, its got a vernier on it so 0 degrees on the vernier was taken as the tdc timing mark for the cam,,, , ideas folks!??!

I bet he skimmed the head which has mucked up the CR and cam timing.

Check the vernier timing marks corrolate to those on the

OE pulley. They somtimes can be marked to time up on a alternative timing point to usual/

cheers guys, timing was way out after inspection, its running perfectly now,,
