Panama hats in back of cars at car shows

I noticed this at a couple of shows last year. Why do some people put a straw or Panama hat on the rear shelf? Does it mean something?

the tatty toys on towing eye really makes me cringe..... esp in winter when they got all grotty. what a load of old balls!!

Maybe at the next show I will hang a Panama hat off my towing eye for double scene points.
