From the info I have this looks like fuel pump and lambda probe but check your instruction manual as the 16v may be different... (i'm looking at a book for a late VR)

Either the fuel pump is struggling maybe because of a blocked filter or there is a short in the lambda wiring, most likely where it plugs in near the rear engine mount.

It's still blowing fuses I take it?

It's unlikely a relay will fail in such a way that it will blow fuses, usually will just not work or leave something on...

Check the lambda plug wiring before changing it
