tensioner on serp belt

It's just a spring tensioner with a bearing roller ...

When the engine is off, I notice that there is a half inch gap between the circular part on the right and the belt. It is bolted on with the three bolts on the left. With three bolts holding it in place, how does the circular part rest on the belt ? Is there a hole in the bottom part of the circular bit thru which the bearing comes out when the engine is running. I cannot feel any hole there.

Probably not significant, but remember serpentine belt and its route around pulleys (with there being one extra for a/c) is different to non a/c car.
