CHANGED ISV FOR NEW ONE BUT STILL THE SAME IDLE AT 3000

hey guys i need your help again i have just bought a new isv and fitted it but it still has not solved my problem, the car is still idling between 2000 and 3000 revs but when i pinch the rubber hose that goes to the front of the isv across the manifold the car idles like it should can any body please help?

My 2.0 16v did this i took the throttle body off and cleaned it out. could be an air leak or a number of things.
