What is this and any reason to be concerned?

 

It’s at the rear wheel of the driver’s side. The passenger’s side is ok; no visible rust.

This is what mine looked like after i took it off and before i painted it.............its really thick metal so a bit of surface rust wont hurt.............. :salute:
