First thing to do is get it bead blasted (not sand!!) professionally and then you need to sand the main tubes down with varying grades of wet and dry. Then you need to do the intricate areas with a dremel. Personally, I'd get it powder coated as once polished, you need to buff it regularly unless you coat with some heat proof clear laquer.
