Heater control - only working on 1

Anyone know how these controls work.

 

Will the current flow thru the thin "plate" that slides alongside the copper "half moon" - or what to call it or anything else?.

 

Mine doesn't work on speed 1, and I suspect it have something to do with the metal parts not making contact.

 

Are these fixable ? - can the biggest copper part be removed from the plastic - so get a look at the back side of it ?.

 

Any other tips appreciated.
