I'd say that somebody has swapped the thermostat from the standard 85c version for a 70c version to mask a cooling fault.

At this time of the year the cold air will keep the coolant at 70 if the thermostat keeps feeding the radiator when's it's not up to temp.

A few faults with this, 1 being that until the coolant is above 70, the car will be in warm up mode so using a lot more fuel. Another being that it won't be keeping your oil warm enough so not providing optimum protection and the last major thing being that cool coolant results in a rubbish heater!

Get it put back to an 85c thermostat and fix any faults that crop up. Hiding the fault with a thermostat change is a false economy.

Oh and at this time of year my 24v (different engine, same cooling requirements) sits at 85c and in the middle of summer that rises to no more than 90c with the fans keeping it comfortably below 95c.
