In all honesty it's been a while since I changed mine, but...

One roller just has a single bolt, and the other is Nut/Bolt. The tensioner arm does indeed just hang loose. I don't remember any difficulty as such, maybe just a little contortionist movement for the one with the nut lol.

As for torque setting, I just went with a good nip with a little thread lock, as the bolts/nuts from factory were self locking (Had factory thread lock applied)
