They could do a PNC (police national computer) check on the registration which will come back with the registered owners name and address. The police aren't allowed to check things on PNC for personal reasons, hence why it is audited, but it is not to say that some don't. Worth a try, if you know a copper the worst they can say is no. If it were me and someone contacted me about wanting to buy my number plate I would want to know where they got my contact info from and I sure wouldn't be happy to know that clampers/police/any old tom dick or harry was giving my private information away, and it definitely wouldn't make me want to sell my plate to them. That's what the data protection act is all about. It's coming up to show season now, maybe someone will see it about this summer and be able to help you.
