obd2 flat spot

My car has 264 cams with an obd2 conversion. Bottom end is great up to 3000 rpm then it appears to have a bit of a flat spot. Its not really been run much as im settling the brakes in before getting the mot done. Is this normal or does it need a hard drive to rectify? Or indeed any other solution?
