Is this rust part of the bumper or the chassis?

I've noticed metalwork behind my lower front bumper grilles which has actually rusted through in some places. Looks awful.

 

Is this part of the bumper - i.e. will replacing the bumper sort the issue - or is actually part of the chassis behind the bumper?

 

I obviously want to get this sorted

It's not part of the bumper or the chassis. It looks like the rad support. Fairly prone to rusting and decent second hand ones are getting harder to find.

Looks like your rad support panel. Remove the bumper and you'll see it. They often rust to death.

I don't think it's either r. It looks like the support piece that goes below the front crossmember. Or the steel strip that attaches the spoiler to the bumper.

My bumper is off the car so I can take pics for you if you want.

Looks like your rad support panel. Remove the bumper and you'll see it. They often rust to death.

Was thinking it looked like the strip that clamps the chin spoiler to the bumper?
