No power steering!

Have you tried disconecting the high pressure pipe and putting it in a transparent container with the engine running? any fluid pumped out? Does the level fall in the oil bottle?

You could also try this, get a cut down bolt that's head fits inside the power steering pump's hex cut out on the pulley shaft, remove the serp. belt and spin the pump over using an electric drill this may dislodge any air present that may be trapped. I reckon you could briefly spin it even anti-clockwise, just put the drill on low speed to avoid buggering any one way valves present.

At this stage, it's worth a punt.
