A license is $99 from the US, but then you'll need a cable. The cable can be had for about £30 if you find the right people.

£50 seems to be a good buy.

Yeah it interogates the ECU's databank using a special protocol. Due to the small amount of memory in the ECU, the errors are stored as numbers. Ross Tech know what these numbers mean and translate them for you. There are over 7000 codes and translations stored in VAG-COM, so it's pretty comprehensive.

 

Any codes not known will given a 'best guess' translation.

 

VW's scanner just downloads the error numbers and the technicians have to look them up in a book. VAG-COM does all that for you and it's still the best OBD scanner available.

More generally, OBD is an open protocol - pretty much all modern engine management systems from all use it, though each manufacturer obviously has their own set of error codes and so on.

OBD stands for "On Board Diagnostics".
