Intercooler fouling on bumper - why?

Like it says in the title.

 

There's a reinforcing rib on the inner side of the bumper skin that's fouling on the base of the intercooler - it means the bumper on that side of the car won't sit right.

 

I can trim it back to get clearance, but that still leaves me wondering why.

 

Anyone with a standard intercooler got some pictures with the bumper off showing were it's supposed to sit?
