Parking isn't too bad nowadays, I went in April for the WEC weekend, getting out likewise not as bad as it has been. Seating wise, the best place I went to was the outside of Becketts as you can see most of the track from farm curve to brooklands then maggotts to partway down hanger straight

Just to be clear the car is a '93 16v

It could just require stripping and cleaning. Mine did the same, so I stripped it down and cleaned and re-greased the motor + complete mech. It now works perfectly. Word of warning it can be fiddly to put back together, but if you take your time it will go.

Yeah I park there regardless of being in the polo or vr due to someone putting a nice small dent on the passenger door of the vr :(, yep that's where I work

The weitec rear shocks have a positional sping plate so that you can raise and lower the rear of the car slightly. Yours are probably set at the lowest setting ( I hink there are 3 or 4 height settings).
