its a 16v . this is going to seem odd but whats a lift pump ?

hello after driving me new corrado(new to me)home today their is a noise coming from around the rear drivers side wheel is this where the fule filter is like on the mark 3 polos or is it something compleatly diffrent. if it is the filter is it a straight forward job to do and any ideas on cost for parts ? any and all help is very much apreciated :) ps sorry for the poor spelling
