I think the dip is more to do with the chip than anything else, but if you don't notice it on the road then i really wouldn't worry too much.

Lucky you were in the car mate to see it as half these people wouldn't even notice they'd done it and just drive off leaving you with a big repair bill! -
Are you sure its the charger and not the Cambelt tensioner..? Also you mention that its a new charger but the last ones were made 12 years ago so the seals will have been sitting in there for a long time.... :roll:

They may have been original - our 91 Polo had the same and we replaced with inserts...

Also, unlikely but don't rule out the ignition switch just because you have tried a new one, you may have another faulty one, search for ignition bypass on here for instructions (just to rule it out completly)
